A person is facing charges following the discovery of a dog, a rabbit, a turtle, and thirty-six cats and kittens living in appalling conditions in a home in Chester County. Among the animals was a one-month-old kitten, named Roo, found with one of its front legs missing and wrapped in duct tape.
The Brandywine Valley SPCA was alerted to the situation after responding to a report of a stray dog in Coatesville. They found Roo in need of urgent medical attention and took her to their West Chester Campus for emergency treatment.
